On September 28, 2023, at the Festival MIL venue in Lisbon, we experienced an act of violence against two children, aged 5 and 8, an act to which racism is not indifferent. The girls, the only black children at the event, were playing in the venue’s courtyard area, where several people knew them because their mothers are audiovisual artists associated with the production team, and one of the children’s fathers was a guest speaker. They felt they were in a safe space for the children to play and run around among the courtyard’s tables. The younger girl, along with a witness who works at the restaurant, alerted the mothers to the fact that a man was chasing the 8-year-old girl, accusing her of stealing a bank card from his wallet, which was inside a backpack.

At that moment, the older girl’s mother and father went in search of their daughter. Not finding her in the courtyard area, they proceeded to one of the event buildings. In one of the rooms, they found their daughter crying and screaming, with the man who had chased her and 3 or 4 other people. In addition to accusing and pursuing them, this man allegedly grabbed the older girl by the arm. The parents questioned the aggressor about why he, an adult man, did not seek out family members or someone responsible for the festival and decided to call the police. During that waiting period, the aggressor reportedly tried to justify himself, using primitive racism, as he claimed that he thought these were street children, Romani children, who were there to steal.

About 40 people volunteered to provide witness statements to the arriving police. The event production immediately showed solidarity with the families and later issued a statement on its social media platforms. We know that this is not common, so we can only hope that other organizations will be inspired not to cover up similar situations that occur within their institutions.

obra de Eustáquio NevesWe want justice to be served, and we want the children and families to have access to the assistance they need to heal from this trauma. But we also want to reach out to other children who, because of their ethnic and racial backgrounds – Black, Romani, and others – are subject to criminalization, live under suspicion, and suffer from racist psychological and physical violence in schools, playgrounds, public transportation, businesses, and even in their neighborhoods, especially when these are classified as “Zona Urbana Sensível” (ZUS).

Would the aggressor have the same urge to criminalize them if the children were white? Would he dare to go from “thoughts to actions,” moving from suspicion to aggression? Would he feel comfortable committing such an act of violence with two white minors in a public space, confident in the expectation of societal complicity in a country where racism is pervasive? These situations, far from being exceptional, harm not only our children but also Portuguese society as a whole. We demand that the Portuguese state, particularly the justice system, recognize the racial motivation behind this assault. We demand that, once and for all, it abandons a “minimalist” legal understanding of racism. We demand that it breaks away from the harmful pattern of denying racism, which endangers the lives of our children, our youth and the democratic life of this country.
